The multiplexing (mux) organizer revealed various obstacles in the field when distributing free digital TV set top boxes, ranging from old data problems, wrong addresses, expensive, to stray to areas where there is no analog TV broadcast.Set Top Box (STB) is a very crucial tool whose role is to help analog TV to capture digital TV broadcasts. As a result, analog TV can still be used when digital TV broadcasts are broadcast. This STB assistance comes from mux organizers, such as Viva Group, MNC Group, Media Group, SCM Group and Transmedia, with the rest being assisted by the Ministry of Communication and Information (Kominfo).A total of 6.7 million units were distributed throughout Indonesia according to the implementation of Analog Switch Off (ASO) in each region. As for now, the analog TV lethal injection process has been carried out since April 30 until it ends on November 2, 2022. Along with the cessation of analog broadcasting, free STB is also distributed. However, the mux organizers found various problems in the field. This is what they confided before the Publication Digitization Committee Hearing Meeting with Commission I of the Indonesian House of Representatives, Jakarta, Thursday (23/6)."There are several obstacles in the distribution of set top boxes, the main problem is data, for example the data on poor households submitted by the Ministry of Communication and Information is data from 2013, so it is not accurate, especially with the pandemic the number of poor households could increase," said Viva Group Director Neil R. Tobing.Another finding in the field is that the location of the receiver for the free digital TV set top box is in an area that is difficult to reach with four-wheeled transportation modes, even two-wheeled vehicles cannot be penetrated."In fact, the recipients of the free set top box are not in the TV broadcast area covered by analog TV broadcasts, let alone digital TV broadcasts. So, currently they use pay television because of the blankspot area, but data on poor households include them as recipients of subsidies in the program. in the form of a set top box," he said.President Director of Surya Citra Media, Sutanto Hartono, explained that in distributing free digital TV set top boxes, not only shipping but also installation resulted in cost overruns. For the distribution of free digital TV set top boxes, it costs around Rp. 20 thousand - Rp. 50 thousand per house.Meanwhile, to carry out the installation until the QR Code sign appears, the estimated cost is Rp. 45 thousand - Rp. 70 thousand, depending on the location of the house of the beneficiary."We also found technical problems, such as replacing cables, antennas, TVs that did not function normally, so the installation took a long time. As previously stated, data on poor households did not match or did not meet the criteria," he said.Given the importance of free set top boxes for the community, especially poor households, whose distribution is still constrained, the organizers of mux requested that the implementation of the ASO, which ends on November 2, 2022, be postponed.
